While shutting down diseent is a byproduct of police militarization, I am not sure that is either its origin or its driving force. It might be if the streets of America were brimming with protestors and ramparts but, relatively speaking, this is a pretty mild, get-along society. I think the driving force is two fold–heavy arms manufactiurers are looking for new markets beyond the military and are branching out into America’s policiing districts. There they play upon the inner Rambo of officers who envision themselves as a kind of emotionless RoboCop and police administrators who can project to the community safety against all threats from rampaging jihadists to disgruntled minorities trying to break out of their Gaza Strip ghettos.
